Results Of The Implementation Of Tacis Merit 1 Project In Kiselevsk
Elaboration of the Strategic Development Plan
The Strategic Development Plan was prepared by the Town Administration supported
by the Tacis Merit 1 Project.
In the course of the plan development the Administration managed to assess
realistically the town’s potential, to define the objectives the local community
should follow, to identify its competence area and its responsibility for the
achievement of these objectives.
To date when the Plan is completed it is important to implement it and this
may be achieved only through the local social and business community participation
and with the MERIT 1 Tacis Project Support.
Within the Strategic Development Plan implementation there was prepared a draft
catalogue ”Kiselyovsk Investment Attractiveness” which includes the most important
for the town investment projects.
Business Support
Municipal Small Business Support Fund was established with the MERIT
1 Tacis Project assistance in March 1999.
Business Incubator was established in 2001 to provide small business
and entrepreneurship support. The business incubator capacity is now used to
the maximum, it houses 12 small enterprises.
Crediting
The Business and Territory Development Support Fund is implementing
with the MERIT 1 Tacis Project support a microcrediting programme. 16 people
received credits, 8 of them being the Business Incubator clients and 8 – being
female entrepreneurs engaged in various economic areas. The monitoring of credits
is being carried out.
Organisation and carrying out of workshops for entrepreneurs
Workshops were delivered in the following areas: “Business Information and
Search of a Partner”, “Marketing”, “Enterprise Management”, “New Things in Small
Business Taxation”, “Information Technologies in Business”, “New Things in the
Small Business Legislation”.
Improving Professional Skills of Municipal Staff
Management Skills Improvement
A programme and training packs were prepared and a series of lectures was delivered
for municipal officers on the municipal management issues.
A course in municipal planning was delivered for the administration officers
and workshops were held (7 workshops, 153 people trained).
Computer literacy training for municipal officers
Workshops were delivered for municipal officers on the issue “Practical Computer
Skills”
Further workshops on computer literacy are envisaged for the Administration
staff.
Community Development
Career Counselling
Workshops and regular consultations on career counselling were organised for
unemployed, those willing to start up their own business and school children.
Unemployed Kiselyovsk residents received training on the “Small Business and
A Not Legal Entity Entrepreneur ” programme.
Youth Support in Kiselyovsk
Career counselling consultations on Business were organised for young people
on the MERIT 1 Tacis initiative.
A youth labour registry office was established.
A programme of Computer Skills Training for Kiselyovsk schoolchildren was implemented.
Business and Leader Qualities Development in Female Entrepreneurs
Workshops on the female entrepreneurship and leadership were delivered (7 workshops,
140 attendees)
Women Club meetings were held with a psychologist participating.
Work with the Mass Media
The MERIT 1 Tacis Project regularly informs the town, rayon and oblast mass
media on its activity outputs and its plans for the future.
Strengthening Relations with Other Towns.
Probation periods in Kemerovo and Anjero-Sujensk were organised for the Business
Incubator officers to explore the local business incubators experience/
Experience and achievements exchange was set up with the other MERIT 1 mining
towns. |
