  he main purpose of the MERIT 1 Project was to provide the support to municipal social and economic reform in the mining regions. Within the framework of this support wide training was arranged for the representatives of main target groups (municipalities, entrepreneurship support structures and SMEs) in the five mining towns.
he support provided to the municipalities by the MERIT 1 Project included technical assistance to the municipal strategic planning process and series of training seminars for municipal employees, technical coordinators, team members of strategic planning working groups and specialists of Business Development Centers created by the Project. These training were delivered by European and Russian specialists experienced in the fields of strategic planning, municipal development, entrepreneurship support and investment promotion.
 lso during the Project period more then 800 SME representatives in five mining towns were trained in various aspects of entrepreneurship. It should be pointed out that local trainers were involved in the training delivering. All the invited local trainers went through the Training for Trainers course arranged by the project.
